Yes, beginning with the first full year of Professional Active membership, members of the American Massage Therapy Association (AMTA) are required to complete 48 continuing education (CE) credits every four years.

(a) Each license shall be renewed biennially, on or before the anniversary date, by forwarding to the board a renewal application accompanied by the renewal fee. Each applicant for renewal for licensure shall be subject to a criminal history check. Any license not renewed biennially on or before the anniversary date shall expire.
(b) Each licensee, upon application for renewal of a license, shall do both of the following: (1) Submit evidence of satisfactory completion of the continuing education requirements contained in Section 34-43-21. (2) Consent to a criminal history check. Refusal to consent to a criminal history check constitutes grounds for the board to deny the licensee’s application for renewal of the license.
(c) Licenses are valid for two years from the date of issuance. An individual whose license has expired and who has ceased to practice massage therapy for a period of not longer than five years may have his or her license reinstated upon payment of a renewal fee and a late fee and submission of a renewal application and evidence satisfactory to the board that the applicant has fulfilled continuing education requirements, passed a criminal history check pursuant to rules adopted by the board, paid the criminal history check fee, and passed the examination. (d) Subsequent to an official complaint, the board may request a criminal background check of the licensee through the district attorney of the circuit in which the licensee is located. 12 AAC 79.210. CONTINUING EDUCATION REQUIREMENTS.

(a) An applicant for renewal of a massage therapy license,
(1) for a biennial licensing period that begins on or after July 1, 2015, must document at least six continuing education credits, all of which may be met through Internet-based continuing education courses;
(2) for a biennial licensing period that begins on or after July 1, 2017, must document completion of at least 16 continuing education credits during the concluding licensing period, all of which may be met through Internet based continuing education courses;
(3) for every other biennial licensing period that begins on or after October 1, 2019, must document that a minimum of two of the 16 continuing education credits required under (2) of this subsection are in ethics;
(4) must document completion of a cardiopulmonary resuscitation course as required by 12

AAC 79.200. (b) An applicant for renewal under (a)(2) of this section may receive two hours of continuing education credit for completion of hands-on cardiopulmonary resuscitation through the American Red Cross, American Heart Association, American Safety and Health Institute, or an equivalent organization.

(c) On or before June 30, 2019, an applicant for renewal under (a)(2) of this section may receive four hours of continuing education credit for completion of a bloodborne pathogens and universal and standard precautions course once every six years.

(d) On or after July 1, 2019, an applicant for renewal under (a)(2) of this section may receive two hours of continuing education credit for completion of a bloodborne pathogens and universal and standard precautions course once every six years.

(e) Continuing education must be completed through a (1) board-approved massage therapy or bodywork therapy school or training program; (2) regionally or nationally accredited institution of higher education; a course, seminar, workshop, or other program through that institution must be approved by the board as directly related to the skills and knowledge required -8- for the practice of massage therapy, and includes a bloodborne pathogens and universal and standard precautions course under (c) or (d) of this section; or (3) local, state, or national professional organization that serves the massage therapy profession, including (A) Associated Bodywork and Massage Professionals; (B) the American Massage Therapy Association; (C) the Federation of State Massage Therapy Boards; and (D) the National Certification Board for Therapeutic Massage and Bodywork.

(f) For the purposes of this section, (1) one continuing education credit equals one hour of classroom instruction between instructor and participant; (2) one academic semester credit equals 15 contact hours; and (3) one academic quarter credit equals 10 contact hours.

(g) An applicant for renewal is responsible for maintaining adequate and detailed records of all continuing education hours claimed and shall make the records available to the board upon request under
12 AAC 79.220. Records must be retained for four years from the date the contact hours were obtained. (h) An applicant for renewal under (a) of this section may receive three continuing education credits for attending at least 75 percent of a regularly scheduled board meeting once every biennial licensing period. (i) An applicant for renewal under (a) of this section who has been licensed more than 90 days but less than 12 months of the concluding biennial license period is not required to submit proof of completion of continuing education. Continuing Education
• All licensees must have completed 16 hours** of continuing education (including 2 hours of Ethics) between October 1, 2019 and the date they submit their renewal application (on or before September 30, 2021). All continuing education must be completed prior to the submission of the renewal application for 2021
• Please review the “Unacceptable Continuing Education” list available on the board’s website prior to registering for CE courses.
• Continuing Education must be completed through: 1. Regionally or nationally accredited institution of higher education…approved by the board as directly relating to the skills and knowledge required for the practice of massage therapy –OR– 2. Local, state, or national organization that serves the massage therapy profession such as ABMP, AMTA, FSMTB, or NCBTMB
• CE Certificates must have: 1. Name of the licensee 2. Amount of continuing education awarded 3. Dates of actual participation or successful completion 4. Name, mailing address, and signature of the instructor, sponsor, or other verifier • Current CPR certification is required to be held by licensees at all times. If you have taken a CPR course during the 2019-2021 licensing period (on or before the submission of the renewal application) and can provide proof the CPR course was hands-on (in-person), it may also be used for up to 2 hours of continuing education credit.

Sec. 08.61.050. Standards for license renewal. The board shall renew a license issued under this chapter to a licensee who (1) pays the required fee; (2) meets the continuing education requirements established by the board; (3) has not been convicted of, or pled guilty or no contest to, a crime involving moral turpitude, or has been convicted of, or pled guilty to or no contest to, a crime involving moral turpitude if the board finds that the conviction does not affect the person’s ability to practice competently and safely; (4) has a current cardiopulmonary resuscitation certification; and (5) has been fingerprinted and has provided the fees required by the Department of Public Safety under AS 12.62.160 for criminal justice information and a national criminal history record check at least once every six years; the fingerprints and fees shall be forwarded to the Department of Public Safety to obtain a report of criminal justice information under AS 12.62 and a national criminal history record check under AS 12.62.400.

R4-15-302. Approval of Continuing Education The following continuing education is approved by the Board:

  1. Continuing education that is taught by an association, corporation, or organization: a. Accredited by the National Commission for Certifying Agencies, or b. Approved by the NCBTMB.
  2. Continuing education sponsored by a massage therapy school or bodywork therapy school that is: a. Affiliated with a community college located in this state, or b. Approved by the Arizona State Board for Private Postsecondary Education;
  3. Continuing education offered by a regionally or nationally accredited post-secondary institution in a state other than Arizona;
  4. Continuing education offered by an institution approved by a post-secondary educational entity as a massage therapy or bodywork therapy school in a state other than Arizona.
  5. For each renewal period no more than four hours of CPR or four hours of First Aid for a combination of no more than eight hours that is taught by an instructor who has been certified in CPR or First Aid instruction by the American Red Cross, American Heart Association, American Safety and Health Institute, or National Safety Council and has a current card issued by the American Red Cross, American Heart Association, or American Safety and Health Institute, or National Safety Council that contains: a. The instructor’s name, b. A statement by the certifying entity that authorizes the instructor to teach CPR or first aid, and c. A certification expiration date;
  6. For each renewal period no more than three hours for attendance at a Board meeting, if the licensee obtains a document that states the licensee attended a minimum of three hours at a Board meeting, the date of the Board meeting, and the signature of the Board’s chair or executive director. The licensee may claim only the actual number of hours attended by the licensee for a maximum of three hours; or
  7. For each renewal period one hour for each eight hours serving as an instructor of a massage therapy class at a Board-recognized school for a maximum of 10 hours and the licensee documents: a. The name of the Board-recognized school, b. The title of the massage therapy class, c. The subject matter of the massage therapy class, d. The dates of the instruction, e. The location of the massage therapy class, and f. A confirmation of number of hours that is on official school letterhead and signed by the owner of the Board-recognized school or designee.

Section 7 Continuing Education

  1. All courses for continuing education must fall within the scope of practice of massage therapy. Courses, demonstrations and workshops offered within the State of Arkansas must be submitted to the Department for prior approval for continuing education credits unless approved by NCBTMB, AMTA, or ABMP.
    2) For the purpose of renewing or upgrading a license, credits may be approved for courses that are: a. Pre-approved by the Department; or b. Officially transcribed courses from a U.S. Department of Education approved and accredited postsecondary institution completed with a passing grade in anatomy, physiology, kinesiology, biomechanics, pathology, medical terminology or other related courses within the scope of practice of massage therapy; orc. Out of state continuing education courses that fall within the scope of practice of massage therapy that are approved by NCBTMB, AMTA, or ABMP. d. Courses falling outside above guidelines may be submitted for consideration. BOH Adopted Rules 18
    3) Home study and online courses may be approved by the Department providing all the following criteria are met: a) The course is pre-approved by the Department, NCBTMB, AMTA, or ABMP. . The course must fall within the scope of practice of massage therapy. b) The course content cannot be in a hands-on subject matter. c) The course or courses cannot comprise more than six (6) of the total eighteen (18) continuing education hours needed for biannual renewal and cannot be repeated for renewal or upgrade purposes.
    4) a) Each course requesting Department approval must present all required information on the forms prescribed by the Department with appropriate fees. b) Courses must be relevant to the field of massage therapy as defined in Section 2 of these rules; c) Courses must have the following: i) Proposed title ii) Schedule of course iii) Learning outcomes iv) Session description v) Relevance of course vi) Program content/time frame vii) Teaching strategies viii) Learning environment d) Courses must be instructed by a person who meets one of the following: i. Has completed specialized related training. A. For every one hour of CE to be taught the instructor must have 5 hours of specialized related training. B. C. The Department may give credit for extensive experience teaching the course, related courses, or years employed in the field. ii. Has obtained instructor credentials specific to the practice. iii. Has discovered and/or developed massage techniques and has a minimum of two (2) years practical experience related to the subject. e) Meet at least two (2) of the following criteria: i. Holds a current Arkansas massage therapist license; ii. Graduated from a massage therapy school or postsecondary massage therapy school approved by the Department or a school with a comparable curriculum; BOH Adopted Rules 19 iii. Holds a minimum of a bachelor’s degree with a major in a subject related to the content of the program offered; iv. Presents to the Department evidence of a substantial amount of education, training, and knowledge sufficient, in the discretion of the Department, to qualify their expertise in the field.
    5) Pre-approved continuing education providers must comply with the following rules: a. retain an attendance record of participants with copies of course materials for at least three (3) years following the conclusion of the course. b. furnish each participant with a certificate of attendance or transcript verifying the participant’s successful program completion 1. The certificate shall not be issued until completion of the course. 2. The certificate must contain the participant’s name, instructor’s name and signature, title of the course, dates the course was given, Department approval number, and number of credit hours earned. c. submit course revisions to the Department for approval: 1. Course revisions are defined as changes to the following: i) Proposed title ii) Schedule of course iii) Learning outcomes iv) Relevance of course v) Program content/time frame vi) Teaching strategies vii) Learning environment 2. Course revisions affecting less than ten (10) percent of the currently approved content may be approved by the Department. 3. Course revisions exceeding ten (10) percent of the currently approved content may be approved by the Massage Therapy Technical Advisory Committee. d. One (1) hour of continuing education credit is defined as no less than fifty (50) minutes of uninterrupted in-classroom learning, practical demonstration, or practice of the technique in the presence of the instructor BOH Adopted Rules 20 e. Presenters/moderators/instructors of courses may not receive credit for the courses they present f.

The Department retains the right to review programs given by the provider; and may rescind provider status or reject individual programs given by provider if the provider has: 1. Disseminated any false or misleading information in connection with the continuing education program; or 2. Failed to conform to and comply with the written agreement and rules of the Department; 3. Failed to meet ethical standards; or 4. Is not providing consistent quality educational benefits to participants. g. A written notice to rescind approval for continuing education courses will be sent to the course approval applicant and any person(s) approved to instruct the course. 1. Instructors may request hearing of a decision to rescind approval for continuing education course(s). 2. The hearing shall be conducted according to Article Four of these rules and the Arkansas Administrative Procedures Act, § 25-15-201 et seq. 6) Officially transcribed courses from a U.S. Department of Education approved and accredited postsecondary institution completed with a passing grade may be accepted at the rate of three (3) college-credit hours to equal forty (40) clock-hours of education. 7) For the purpose of upgrading a license, classes that repeat any of the applicant’s specific entry-level five hundred (500) hour coursework will not be accepted. 8) For the purpose of upgrading a license, duplicated continuing education courses do not apply toward required hours for the upgrade. 9) The Department shall audit five to ten percent of randomly-selected, active license renewals, for compliance with continuing education requirements annually. a. Licensees who receive an audit form shall submit all appropriate BOH Adopted Rules 21 documentation to substantiate compliance with the Department’s continuing education requirements within thirty days of receipt. b. Each licensed massage therapist shall maintain records of continuing education for a period of (3) years from the date of attendance.
