64B7-28.009 Required Continuing Education for Massage Therapists.
(1) For the purposes of this chapter an instruction hour shall be defined as no less than 50 minutes of any one clock hour during which the student participates in an approved course offered by an approved provider.
(2) For the purposes of this chapter a classroom hour shall be defined as no less than 50 minutes of any one clock hour during which the student participates in an approved course offered by an approved provider in the physical presence of an approved instructor.
(3) During the first biennial renewal cycle, the licensee shall complete:
(a) Two instruction hours in prevention of medical errors, pursuant to Section 456.013(7), F.S.
(b) One hour in human trafficking awareness.
(c) One instruction hour for each month or partial month licensed. The overall number of required hours for renewal in the first biennial renewal cycle shall include the required hours of instruction in prevention of medical errors and human trafficking awareness.
(4) During each subsequent biennial renewal cycle, the licensee shall complete:
(a) Two instruction hours in prevention of medical errors, pursuant to Section 456.013(7), F.S.
(b) Two instruction hours in the laws and rules which govern the practice of massage therapy, including Chapters 456 and 480, F.S., and Division 64B7, F.A.C.
(c) Two instruction hours in professional ethics.
(d) One hour in human trafficking awareness.
(e) Twelve classroom hours, taught in an in-person setting, which must include hands-on instruction or demonstration, and must have stated learner objectives which are relevant to and focused on massage therapy techniques, skills, and protocols as defined in Section 480.033(3), F.S.
(f) Five additional instruction hours, including but not limited to courses in communication with clients and other professionals, psychological dynamics of the client-therapist relations, risk management, charting, documentation, record keeping, infection control, or massage practice management.
(g) Notwithstanding any other provision of this rule, for the 2019-2021 biennial renewal period, all CE required by this rule may be completed by distanced learning.
(5) All continuing education must be completed with an approved provider.
(6) A licensee may substitute the following activities for the requirements above:
(a) Up to two hours of instruction in laws and rules may be substituted for two hours of continuous attendance at an in-person meeting of the Board, provided that the licensee signs in to demonstrate attendance and does not have an item scheduled on the agenda.
(b) Up to two hours of instruction in professional ethics may be substituted for two hours of continuous attendance at an in-person meeting of the Board, provided that the licensee signs in to demonstrate attendance and does not have an item scheduled on the agenda.
(c) Up to six hours of classroom instruction which is relevant to and focused on massage therapy techniques, skills, and protocols as defined in Section 480.033(3), F.S., or up to six hours of general instruction may be substituted for the performance of pro-bono services, on an hour-for-hour basis, provided that:
- The proposed services are to be performed for indigent or underserved populations or in areas of critical need within the state of Florida as recognize by the Federal Poverty income guidelines produced by the United States Department of Health and Human Services (01/2020), 12159 http://www.flrules.org/Gateway/reference.asp?No=Ref-12158, https://www.federalregister.gov/documents/2020/01/17/2020-00858/annual-update-of-the-hhs-poverty-guidelines hereby adopted and incorporated by reference, in connection with a tax-exempt organization under s. 501(c) of the Internal Revenue Code, in response to a disaster as defined in Section 252.34(2), F.S., for first responders as defined in Section 196.091(6)(c)1., or
- The licensee submits DH-MQA 1243 Request for Approval of Continuing Education for Pro Bono Services For the Biennial Renewal Period of __ (10/2019) at http://www.flrules.org/Gateway/reference.asp?No=Ref-12159, hereby adopted and incorporated by reference, and is approved to offer the pro bono services specified therein during the biennial cycle in which the form is submitted.
- The licensee submits DH-MQA 1244 Statement of Performance of Continuing Education Credits for Preapproved Pro Bono Services for the Biennial Renewal Period of (10/2019) at http://www.flrules.org/Gateway/reference.asp?No=Ref-12162, hereby adopted and incorporated by reference, demonstrating performance of approved pro bono services.
(7) A licensee shall be exempt from all licensure renewal provisions under this section during an absence from the state due to their spouse’s duties with the armed forces if the licensee:
(a) Presents satisfactory proof that they are the spouse of a member of the Armed Forces; a copy of the spouse’s military orders and marriage certificate, and that they were caused to be absent from Florida for a period of at least six consecutive months because of the spouse’s duties, and
(b) Was in good standing with the Board of Massage and entitled to practice massage in Florida when the absence began.
(8) A licensee shall not receive credit for courses they offer as an approved provider or approved instructor.

Rule 345-4-.02. Continuing Education Hours
(1) As a condition for renewing his or her license for each biennium, every massage therapist licensed pursuant to this chapter shall be required to complete a minimum of twenty-four (24) continuing education (CE) hours related to the practice of massage therapy through an approved provider; except as otherwise provided for in this chapter.
(a) Twelve (12) of the total twenty-four (24) CE Hours must include direct hands-on supervised instruction; and
(b) The remaining twelve (12) CE Hours may include direct hands-on supervised instruction or other massage therapy related CE hours.
(c) CE Hours for renewal must be obtained during the two year renewal cycle beginning November 1st through October 31st of the two year licensure period.
(d) For the purposes of this rule the course must include seventy percent (70 %) of hands-on experience/demonstration in order to qualify as direct hands-on supervised instruction.
(2) Approved providers for Continuing Education must have a current NCBTMB Continuing Education Provider Number and shall provide information on course attendance to CE Broker. Licensees may locate an approved provider on the National Certification Board for Therapeutic Massage and Bodywork website at www.ncbtmb.org. Licensees do not have to be board certified by NCBTMB to access the NCBTMB continuing education providers. The Board only accepts those Continuing Education Providers assigned a provider code number by NCBTMB.
(3) Beginning the November 1, 2014 through October 31, 2016 biennium and thereafter, persons licensed to practice as a massage therapist or who shall file an application to practice as such in this state are to maintain a record of completed continuing education courses and experiences by registering with an online recording and reporting system approved by the Board.
(A) For the purposes of this requirement, the Georgia Board of Massage Therapy adopts the utilization of CE Broker, Inc.
(B) Licensees and applicants shall incur no additional costs from CE Broker, Inc. for this service.
(C) Every licensee or applicant subject to the rules of the Georgia Board of Massage Therapy shall be deemed to have given such person’s consent to the Board and its representatives to access their continuing competence record retained within the online database for the purposes of auditing and verifying completion of the Board’s continuing competency requirements.
(4) The Board may consider a waiver or variance of the requirement of CE hours for licensees who can provide acceptable proof of a verifiable illness, disability or hardship that substantially affected their ability to obtain the required CE hours during the prior biennium renewal period through submission to the board of a completed, signed waiver/variance request form prior to the biennium renewal expiration date of October 31st of every even numbered year.
(5) An applicant who is licensed during the second year of the biennium renewal period shall only be required to provide 12 hours of continuing education (CE) hours through an approved provider for that renewal period.
(a) 6 of the total 12 CE Hours must include direct hands-on supervised instruction; and,
(b) The remaining 6 CE Hours may include direct hands on supervised instruction or other massage therapy related CE hours.
(6) An applicant having graduated from a Board recognized approved massage therapy education program within one year of their application date shall be exempt from continuing education requirements for their initial biennium renewal period only.
(7) An applicant for reinstatement of a lapsed or revoked license must show along with their completed application and fee payment that they have taken the required twenty-four (24) hours of continuing education, in accordance with this rule, within one (1) year of the date of their reinstatement application to the board.
(8) The continuing education hours used for the reinstatement of a license cannot be used to meet the continuing education hours required for the biennium during which the license was reinstated.

Yes. On the renewal application you may be asked a series of questions regarding continuing education, arrests or criminal history, drug and alcohol treatment and citizenship. Please read the questions carefully and answer honestly. Inaccurate or erroneous responses will delay and/or cause the denial of the renewal of your license.
***NOTE: By answering “yes” to the CE question on the renewal application, you are attesting that you have completed ALL CE requirements at the time you submitted your renewal application. As a result, it is recommended that you complete all CE prior to submitting your renewal application in order to avoid disciplinary action by the Board.
Each licensee is required to obtain twenty-four (24) Contact Hours of Continuing Education (CE) which is acceptable to the Board prior to the expiration date of the license (October 31st of every even numbered year).
Of the twenty-four (24) hours, twelve (12) must be obtained from direct, hands-on supervised instruction. The remaining twelve (12) may include direct hands on supervised instruction or other massage therapy related hours. For the purpose of this requirement “hands on” means direct hands on placement or movement on the physical body.
NOTE: A massage therapist who received their initial Georgia Massage Therapy License within one year of the expiration date shall only be required to complete twelve (12) Contact Hours of Continuing Education acceptable to the Board.

An applicant having graduated from a Board recognized approved massage therapy education program within one year of their application date shall be exempt from continuing education requirements for their initial biennium renewal period only.
Georgia Massage Therapists are also required to register the name of the course and record a certificate of completion of their CE activities into CE Broker®. A transcript of courses is not acceptable.

• Once you have created your account and logged into the system, click “Report CE” and locate the option that is most applicable to what you are recording. You will need to answer a few questions and then attach the documentation that the Board requires. If you are using the mobile application to submit your documentation into the system, you may take a picture of your documentation and upload it via your phone or tablet.
YOU WILL NOT RECEIVE CREDIT FOR THE COURSES YOU LIST OR RECORD IF YOU DO NOT LOAD THE SUPPORTING DOCUMENTS WHICH REPRESENT YOUR PARTICIPATION AND COMPLETION OF THE COURSE.
Please note that registration and recording of continuing education activities after the date of application may delay the renewal of your license. Additionally, a failure to complete CE requirements before the expiration date of the license constitutes a failure to demonstrate the qualifications or standards for the license, in which case, the Board may deny renewal of the license [O.C.G.A. § 43-1-19(a)(1)].
