10.8 Continuing Education
A. On application for renewal of license, massage therapists must show proof of participation in six (6) hours (annually) in scope of practice specific offerings that may include, but not limited to: formal presentations, conferences, coursework from a regionally accredited college/university and/or self-study course, such as online courses (awarded one education hour for each hour completed) and ethics.
B. It is the sole responsibility of the massage therapists to obtain documentation (e.g. course descriptions, proof of attendance) from the sponsoring organization, agency, or institution of his/her participation in a continuing education program and/or activity. These documents shall be retained by each licensee for no less than four (4) years and are subject to random audit by the Department.
C. A licensee who fails to complete the continuing education requirements described may be subject to disciplinary action pursuant to R.I. Gen. Laws § 23-20.8-6.
D. A license may be denied to any applicant who fails to provide satisfactory evidence of completion of continuing education relevant to massage therapy as required in this Part.
E. The board may waive the requirement for these educational requirements if the board is satisfied that the applicant has suffered hardship, which may have prevented meeting the educational requirements.

Massage Therapists must meet the following CE criteria as applicable:
(1) continuing education requirements and compliance procedures:
(a) for license renewal not to exceed twelve classroom hours per biennium;
(b) for license reinstatement not to exceed six classroom hours for each year the license was inactive;
(2) criteria for the approval of continuing education programs or courses including, but not limited to, correspondence courses.
For CE Providers they must meet the following requirements: 77–120. Continuing Education.
- For the purpose of renewing or reactivating a license, credit will be approved for continuing education programs which are offered by providers approved by the Department. In order to receive Department approval as a continuing education provider, an entity shall: (a) Apply for approval on forms provided by the Department. (b) Provide a contact person to ensure that each program provider meets the requirements as established by the Department. (c) Provide each participant with a certificate of attendance verifying the program has been completed. (d) The certificate shall not be issued until completion of the program and shall contain the providers name and number, title of program, instructor, date, number of credit hours, the licensee’s name and license number. (e) Any changes to the program must be submitted and approved by the Department.
- Each program presented by an approved provider shall: (a) Meet the Department approved standards. (b) Have a Department approved course outline with stated learning objectives. (c) Be instructed by a person who meets at least one of the following criteria:
(1) Holds a minimum of a bachelor’s degree from a college or university which is accredited by a regional accrediting body recognized by the U.S. Department of Education or a substantially equivalent accrediting body of a foreign sovereign state, with a major in a subject directly related to the content of the program to be offered, or
(2) Has graduated from a school of massage or an apprenticeship program which has a curriculum equivalent to requirements in this state and was approved by a state licensing authority, a nationally recognized massage therapy association, or a substantially equivalent accrediting body, or the Department and has completed three years of professional experience in the practice of massage.
(3) Is licensed as a massage therapist in another state or foreign sovereign state having standards of education or apprenticeship training substantially similar to or more stringent than those required for licensure in South Carolina, and
(4) Has taught at a school of massage which has a curriculum equivalent to requirements in this state and was approved by a state licensing authority, a nationally recognized massage therapy association, or a substantially equivalent accrediting body, or the Department for a minimum of two years. - Approved courses in areas other than massage theory, history, and techniques may be instructed by a person who holds a minimum of a bachelor’s degree from a college or university which is accredited by a regional accrediting body recognized by the U.S. Department of Education or a substantially equivalent accrediting body of a foreign sovereign state, with a major in a subject directly related to the content of the program to be offered.
- The Department may grant blanket approval to a provider although the provider must submit dates, times and locations of the program to the Department.
- The Department retains the right to monitor programs given by any provider. The Department may suspend or revoke the status of a provider who fails to comply with this chapter.
- One hour of continuing education is defined as 50 minutes of instruction.
- Instructors of courses shall not receive CE credit for courses they instruct.
- All Department approved providers shall renew their approved status on or before July 1 of each biennial year.
- A Continuing Education program may be offered by the Department and shall be available through a self-study video program.

SECTION 40-30-180. Renewal of license.
(A) A person licensed under this chapter biennially must satisfy these license renewal requirements in order to continue practicing massage/body work therapy:
(1) pay a renewal fee in the amount, at the time, and in the manner as the department provides in regulation;
(2) complete continuing education requirements prescribed by the department in accordance with Section 40-30-190 and submit evidence of compliance; however, a massage/body work therapist who has proof of a “Certificate in Massage” issued prior to January 1, 1974, is exempt from continuing education requirements.
A massage/body work therapist’s license automatically reverts to inactive status if the massage/body work therapist fails to timely comply with this subsection and only may be reinstated upon application and payment of any fees and after having met any additional requirements which the department may establish in regulation including, but not limited to, continuing education requirements.
(B) A license which has been inactive for more than four years automatically expires if the person has not made application for renewal of the license. An expired license is null and void without any further action by the department.

CONTINUING EDUCATION
Licensed massage therapists must complete at least 8 hours of continuing education every two years. (SDCL 36-35-19) Qualifying continuing education is any course with a clear purpose and objective which maintains, improves, or expands the skills and knowledge relevant to massage therapy of the human body. Qualifying continuing education must meet the definition of massage therapy pursuant to § 36-35-1(3) or be education presented by an approved provider of the National Certification Board for Therapeutic Massage and Bodywork, American Medical Massage Association, or Federation of State Massage Therapy Boards. College courses used to meet continuing education requirements must not replicate courses submitted by the licensee to meet the required licensing coursework. An academic semester credit equals 15 continuing education hours and a quarter credit equals 10 continuing education hours. (ARSD 20:76:03)
Cardiopulmonary resuscitation (CPR) certification from the American Heart Association, the American Red Cross or another course deemed equivalent by the board is qualifying continuing education for up to four hours in each continuing education cycle. In person attendance of a board meeting is qualifying continuing education for up to two hours in each continuing education cycle. No other qualifying continuing education may be repeated in consecutive continuing education cycles.
Any or all of the required 8 hours of continuing education may be obtained electronically (online or by other electronic means).

Continuing education requirements must be met every two years. The current continuing education cycle runs from October 1, 2020 through September 30, 2022. Continuing education used to meet renewal requirements must be taken during the current continuing education cycle.
Because continuing education is required every two years, continuing education is prorated based on the initial date of your licensure. If you were licensed before October 1, 2020, you must show proof of 8 hours of continuing education to renew your license by September 30, 2022. If you were licensed after October 1, 2020, please refer to the following for the continuing education hours required to renew your license by September 30, 2022:

COURSE CATEGORY POLICY
The FSMTB has determined that courses taught in the following categories will be acceptable for inclusion in the CE Registry. Inclusion does not guarantee acceptance for license renewal; only state licensing boards have the authority to accept continuing education for license renewal.
Anatomy & Physiology – Courses whose main purpose is to instruct students in the structure and function of the body.
Applications & Tools – Courses whose main purpose is to instruct students in using applications and tools in the practice of massage therapy:
Applications – The topical application of any preparation, including but not limited to, the external application of hydrotherapy, thermotherapy and cryotherapy to augment the effects of massage therapy treatment.
Tools – Manual devices that mimic or enhance the actions of the hands.
Instructor Training – Courses to prepare individuals to teach in the massage profession.
Kinesiology – Courses whose main purpose is to instruct students in the study of the movement of the body.
Modalities – Eastern/Asian – Courses whose main purpose is to instruct students in Eastern/Asian massage modalities.
Modalities – Western – Courses whose main purpose is to instruct students in Western massage modalities.
Pathology – Courses whose main purpose is to instruct students in the study of diseases that affect the human body and their implications for massage.
Pharmacology – Courses whose main purpose is to instruct students in the interactions between medications and massage.

20:76:03:01. Definitions. Terms used in this chapter mean:
(1) “Contact hour,” a minimum of 50 minutes of presentation or participation;
(2) “Continuing education cycle,” a two year period that begins on October 1 of an even-numbered year and ends on September 30 of the next even-numbered year;
(3) “Electronic means,” educational activities obtained via the internet, such as self-study courses and audio/video tapes, with formal testing and passing scores recorded.

20:76:03:03. Verification. A licensee shall complete eight hours of qualifying continuing education in each continuing education cycle. Continuing education reguired for renewal of a license shall be prorated in six month increments for a licensee granted an initial license during a continuing education cycle. Upon application for license renewal, a licensee shall verify under the penalties of perjury that all continuing education information provided with the application is true and correct. The licensee must supply sufficient detail to permit audit verification if notified by the board of an audit.

20:76:03:05. Record keeping. The licensee shall maintain records to support continuing education claimed to renew a license. These records must be maintained for five years after the date of renewal of the license. A licensee shall keep the following records:
(1) A brochure or flyer showing the type of activity, sponsoring organization, location, duration, instructor’s or speaker’s name, and continuing education hours earned; and
(2) Attendance verification records in the form of completion certificates or other documents supporting evidence of attendance.

20:76:03:07. Continuing education compliance. The board may take into consideration hardship or extenuating circumstances in allowing a licensee to correct deficiencies in continuing education, but the deadline may not be extended more than one year. A licensee’s request for an extension to correct deficiencies in continuing education must be made to the board, in writing, before the end of the current continuing education cycle.

20:76:03:08. Prior approval of qualifying activities. The board will accept continuing education that meets the definition of massage pursuant to SDCL 36-35-1(3), if presented by (1) An approved provider of the National Certification Board for Therapeutic Massage and Bodywork; (2) An approved provider of the American Medical Massage Association; (3) An approved provider of the Federation of State Massage Therapy Boards; or
(4) A facility recognized by the board pursuant to § 20:76:08:01 or § 20:76:08:02.
An organization or presenter other than those listed above may apply for preapproval of a continuing education program. Such application shall be made on a form prescribed by the board. If the proposed continuing education program meets the requirements of 20:76:03:04, the board may issue the organization or presenter an approval number which shall be included on any certificates of completion issued by the organization or presenter. An approved organization or presenter shall provide the board with a list of attendees of an approved program within 30 days of the approved program.
